Business Manager visa (経営・管理): the 2025 reform and requirements

The status for people who start or run a business in Japan. Since 16 October 2025 the rules are much stricter: ¥30 million in capital, a full-time employee, Japanese at B2 and a checked business plan. What is required, the official forms, the transition period for current holders and the usual reasons for refusal.

What changed for the Business Manager visa

Applications filed before the reform. CoE, extension and other applications accepted by 15 October 2025 and still under review were judged under the old standards. Everything filed from 16 October 2025 follows the new ones.

The requirements now

All of these apply to new applications. ISA also looks at whether the business is real and viable.

What you need

  • Capital of at least ¥30 million: for a company, its own paid-in capital; for a sole proprietor, everything invested in the business (office, a year of staff salaries, equipment)
  • A real office in Japan that fits the business — an office in your own home is in principle not accepted
  • At least 1 full-time employee: a Japanese national, a special permanent resident, or a foreign resident with permanent residence, spouse or Long-Term Resident status (work-visa holders do not count)
  • Japanese at B2 for you or a full-time employee: JLPT N2+, BJT 400+, a Japanese university degree, 20+ years in Japan, or Japanese compulsory education plus high school
  • A master’s, doctorate or professional degree related to management or your business — or 3+ years of management experience
  • A business plan checked by a 中小企業診断士 (SME consultant), 公認会計士 (CPA) or 税理士 (tax accountant)
  • At extension: taxes and social insurance paid

How to apply: forms and documents

The forms are the same for everyone; the document set depends on the procedure and the company category. The key papers: the checked business plan and proof of the office, the employee and the Japanese level.

Company category:

Category 1: Companies listed on a Japanese stock exchange, national and local government bodies, public corporations and similar organizations, “innovative” companies on ISA’s list and organizations on the list 「一定の条件を満たす企業等」.

Category 2: Organizations that withheld at least ¥10 million in income tax from salaries last year (per the 法定調書合計表 summary).

Category 3: Other organizations that filed the withholding-tax summary (法定調書合計表) for last year.

Category 4: All others — for example, a company you are just setting up: it has no summary for last year.

Certificate of Eligibility (CoE) — you are abroad, the company is in Japan

Your representative in Japan files: a staff member of the company or an administrative scrivener (行政書士) on your behalf. With the CoE you apply for the visa at a Japanese embassy and enter Japan.

A new company is usually Category 4 and needs the full set of documents. Categories 1 and 2 as a rule need nothing beyond the form, the photo and proof of the category.

  16. Why there is no withholding-tax summary: an exemption from withholding, or the notice of opening a payroll office plus 3 months of tax payment slips 給与支払事務所等の開設届出書の写し・所得税徴収高計算書category 4Instead of the 3 months of slips, proof of permission to pay withholding tax less often (納期の特例) is accepted.

Change of status — you are already in Japan and are starting or heading a business

You file yourself before your current status expires — or an administrative scrivener (行政書士) files for you. You may work as a manager only after approval.

Extension of the Business Manager status

You file yourself, from 3 months before your period of stay ends. ISA checks that the business is operating and that the company pays its taxes and contributions. If your status was granted before 16 October 2025, until 16 October 2028 ISA decides taking into account how the business is doing and whether it is likely to meet the new standards.

FAQ

Business Manager visa questions

Since 16 October 2025 the minimum is ¥30 million (before: ¥5 million). The capital must be real and proven, not on paper only.
Yes. Since the 2025 reform you need at least one full-time employee who is a Japanese national, a special permanent resident, or a foreign resident with permanent residence, Spouse or Child of Japanese National, Spouse or Child of Permanent Resident or Long-Term Resident status. Employees on work visas do not count for this.
Yes. You or a full-time employee must have Japanese at B2 — shown by JLPT N2 or higher, a BJT score of 400+, a degree from a Japanese university, 20+ years living in Japan, or Japanese compulsory education plus a Japanese high school.
If you got the status before the reform, there is a transition period: until 16 October 2028 not meeting the new standards is not in itself a reason for refusal at extension — ISA looks at how the business is doing and whether it is likely to meet them. After that date the new standards apply, but even then refusal is not automatic: ISA also considers a business in good shape that is likely to meet them by the next extension.
Usually 5, 3 or 1 year; in practice the first permission is often for 1 year. For setting up a company from scratch there is a 4-month period (the same status, not a separate visa). Periods of 6 and 3 months also exist. The status is extended while the business operates.
Yes, but only in addition to the required employee. The required full-time employee must be a Japanese national, a special permanent resident or a foreign resident with permanent residence, spouse or Long-Term Resident status. If that person does not have Japanese at B2 (JLPT N2 or higher), a second full-time employee — including one on a work visa — can prove it.
Yes. Time on the Designated Activities status for preparing a start-up (起業準備活動) counts toward the 3 years of management experience. Instead of experience, a master’s, doctorate or professional degree in management or in your business field is accepted.
Yes, usually after 10 years in Japan, at least 5 of them on a work status — Business Manager years count. But since 16 October 2025 ISA does not grant permanent residency from Business Manager — or from HSP (i)(c) or HSP (ii) based on business management — unless the business meets the new standards. For the same reason the change from HSP (i)(c) to HSP (ii) is not approved.
No. For a company, only the paid-in capital (資本金) of the company in the application counts. For a sole proprietor, everything invested in the business counts: the office, a year of staff salaries, equipment and other necessary costs.
The Certificate of Eligibility is free. A change of status or an extension costs ¥6,000 (online ¥5,500) if the application was received by 30 September 2026. From 1 October 2026 the fee depends on the period granted: from ¥10,000 to ¥75,000; online is cheaper except for periods up to 3 months (¥10,000 either way), and online applications are paid by convenience store or bank payment (Pay-easy at an ATM or internet banking) plus a payment fee of ¥330 (¥550 for a period of 3 years or more). You pay after approval. The fee is higher if a specified residence card (特定在留カード) is issued with the permission. The embassy visa fee depends on your nationality.
