Certificate of Eligibility (CoE) for Japan

The CoE is the first step towards almost every long-term visa for Japan — study, work or family. It is usually filed by the school, employer or relative in Japan, it is free and it takes 1–3 months. Who files, where, paper or e-mail CoE, and what happens next.

What it is

A CoE is not a visa

The Certificate of Eligibility (在留資格認定証明書) is issued by the Immigration Services Agency of Japan (ISA) before you travel. It confirms that the purpose of your stay fits a status of residence and the landing conditions. Legal basis: Article 7-2 of the Immigration Control Act (入管法).

Why you need a CoE

  • With a CoE the embassy issues the visa faster: Japan’s Ministry of Foreign Affairs gives 5 working days as the standard.
  • At the border you show the CoE with your passport and visa, which speeds up the landing examination.
  • A CoE is used for almost every long-term status: study, work, family, business.

What it does not do

Limits

  • You cannot enter Japan with the CoE alone — first get the visa at a Japanese embassy or consulate. Visa-free entry covers short stays only.
  • A CoE does not guarantee entry: if your circumstances have changed, you can be refused at the border.
  • No CoE is issued for a short-term stay (短期滞在) or for permanent residence.

  • An administrative scrivener or attorney — an administrative scrivener (行政書士) or an attorney registered with the regional bureau (申請取次者) can take the documents in for you or your representative. This is a paid service; it adds no immigration fee.
  • You yourself — possible, but only in person at the bureau, so only while you are in Japan: CoE applications are not accepted by mail.

Filing conditions on the ISA page

Online. A CoE can be filed through ISA’s online residence application system (在留申請オンラインシステム) by companies, schools, administrative scriveners (行政書士) and attorneys, and by a relative with a Japanese My Number card. See online applications. Documents in other languages need a Japanese translation: anyone can translate, as long as the translation is accurate and the translator signs it.

ISA issues the CoE in two ways. The e-mail version is easier when you are abroad: no waiting for post from Japan.

E-mail

The CoE as an e-mail

  • The e-mail goes to the representative in Japan, who simply forwards it to you.
  • At the embassy and the airport you show the e-mail on your smartphone; if a representative applies for the visa for you, they submit a printout.
  • Choose the e-mail CoE when applying: online it is the 受領方法 (receiving method) option, at the bureau a separate request with the online-system user number. In the online system the choice cannot be changed later except through the bureau; for a paper application at the bureau you can switch to e-mail later with the 電子交付希望申出書 form.
  • After receiving it, confirm receipt through the link in the e-mail.

Paper

The paper CoE

  • Comes by post in the return envelope attached to the application.
  • At the embassy and the border you can submit a copy of both sides instead of the original — a scan can be e-mailed to you.
  • If you used a copy at the border or canceled your trip, ISA asks you to return the original to the bureau that issued it, in person or by post, with a short letter giving the reason (template on the ISA website).

Why a CoE is refused

  • The purpose does not fit the status or is not supported by documents.
  • The landing criteria of the status are not met: education, experience, salary — each status has its own.
  • Grounds for denial of landing (Article 5 of the Immigration Control Act): health, criminal record, a past deportation from Japan, a threat to public safety.

Common mistakes

  • Foreign-language documents without a Japanese translation — required by the Enforcement Regulation (施行規則, Article 62).
  • Not all convictions in the form: ISA asks for every penalty, in Japan and abroad, however long ago.
  • Sending the application by post — ISA does not accept CoE applications by mail.
  • Entering too late: the CoE is valid for 3 months from issue; the visa’s validity is separate.

Certificate of Eligibility questions

The Certificate of Eligibility (在留資格認定証明書) is a document from the Immigration Services Agency of Japan confirming that the purpose of your stay fits a status of residence and the landing conditions. The visa is issued not by immigration but by a Japanese embassy or consulate. With a CoE the visa is quicker: the Ministry of Foreign Affairs gives 5 working days as the standard. The CoE alone does not let you enter Japan — you also need the visa.
Usually not you but the receiving side in Japan: a staff member of your employer, school or university, or for family statuses a relative living in Japan. An administrative scrivener (行政書士) or an attorney registered with the immigration bureau can file for them. You can file yourself, but only in person at the bureau, so only while you are in Japan: applications by mail are not accepted.
ISA’s standard processing time is 1 to 3 months. Allow plenty of time: the CoE should be ready before your planned arrival.

Yes, since 17 March 2023. The e-mail with the CoE can be forwarded to you, and you show it on your smartphone at the embassy and at the airport. Paper CoEs are still issued. Instead of the original paper CoE you can submit a copy of both sides; ISA then asks for the original back at the bureau that issued it. The way of receiving it is chosen when applying: in the online system it cannot be changed later (only through the bureau), while for a paper application at the bureau you can switch to an e-mail CoE later.
No. ISA says clearly that the CoE does not guarantee entry. If the landing examination finds that circumstances have changed and the landing conditions are not met, you can be refused entry. The embassy also decides on the visa itself.
There is no appeal procedure — the ISA page says so. In practice the receiving side asks the bureau for the reason, fixes it and applies again.
No. A CoE is not issued for a short-term stay (短期滞在) or for permanent residence. For tourism and short visits, nationals of many countries need no visa at all; others apply for a short-term visa at a Japanese embassy or consulate.
