Routes to permanent residence by years in Japan

The years are the minimum of continuous residence. The filing date decides which rule set applies.

Filed between 2 October 2026 and 31 March 2027? ISA has not said how these applications are treated: literally, neither the transitional clause (filed from 1 April 2026 and pending on 1 October 2026) nor the 2027 rules cover them. Ask the immigration bureau before you file.

How ISA counts: the 10 years must be continuous. HSP holders do not have to switch to the HSP status: you need 80 points or more continuously for at least 1 year (70 or more for at least 3 years). Holders of J-Skip (特別高度人材) have their own ISA application page.

What is checked

Requirements for permanent residence

  • Good conduct — no breaches of the law or immigration rules
  • Stable income — household income above the Japanese average for a household of your size (revised guideline: applications from 1 April 2027, and those filed from 1 April 2026 still pending on 1 October 2026). Before that, in our experience about ¥3 million a year was a common benchmark
  • Taxes, pension and health insurance paid in full and on time
  • A current status with the longest period available for it (usually 5 years; for now 3 years is accepted as the longest — see the transitional note in the guideline)
  • A guarantor (身元保証人) — usually a Japanese national or permanent resident

One form for everyone; the document set depends on your current status. Documents from Japan must be issued within the last 3 months; foreign documents need a Japanese translation.

How to apply

Your current status:

spouse or child of a Japanese national or permanent resident: Spouse or Child of Japanese National (日本人の配偶者等) or of Permanent Resident (永住者の配偶者等): spouse or child of a Japanese national, permanent resident or special permanent resident (特別永住者).

Long-Term Resident (定住者): You can apply for permanent residence after 5 years in Japan on this status.

work status or Dependent (家族滞在): Engineer/Specialist (技術・人文知識・国際業務), Skilled Labor (技能), Business Manager and other work statuses, and Dependents (家族滞在).

HSP: 80+ points: 80 points or more on the HSP points table: you must keep the points continuously for at least 1 year — on the HSP status or on another status (then the points are also proven as of the day 1 year before the application).

HSP: 70+ points: 70 points or more on the HSP points table: you must keep the points continuously for at least 3 years — on the HSP status or on another status (then the points are also proven as of the day 3 years before the application).

Application for permanent residence (永住許可申請)

You apply yourself at the regional immigration services bureau for your address while your current status is valid. If your status expires while the application is being examined, apply for an extension separately before it ends. A parent applies for a child under 16.

For 80 and 70 points ISA has two pages each: for holders of the HSP status (高度専門職) and for people on another status who have kept enough points continuously for at least 1 year (80) or 3 years (70). The documents are almost the same; the buttons below come from the page for the HSP status.

Fee payment form — handed in when the permission is granted 手数料納付書Revenue stamps (収入印紙) go on the form: ¥10,000 if the application was received by 30 September 2026, ¥200,000 if filed from 1 October 2026. New rules

Stricter from April 2027 — and permanent residence can be lost

ISA revised its permanent residence guideline on 1 October 2026, after a public consultation from 4 August to 3 September 2026.

Applications from 1 April 2027

What changes

  • Japanese: about CEFR B1 (roughly JLPT N3–N2) is taken into account — a factor in the decision, not a strict requirement. It is not considered for HSP holders and their families, for people with 6 or more years of Japanese elementary or secondary schooling, or for a child of a permanent resident born in Japan whose parent has B1.
  • Income and pension — for almost everyone, including HSP and Long-Term Resident applicants: household income above the Japanese average for a household of the same size, and an expected pension no lower than 30 years of employee pension (厚生年金) at that income would give; financial assets can make up a pension shortfall. Spouses, children and refugees are exempt.
  • Time abroad: without a good reason, one trip of 6 months or more, or 2.5 years abroad in total within the last 10 years, counts against you.
  • Work years: Technical Intern Training, Employment for Skill Development, Specified Skilled Worker (i), Intra-company Transferee and some Designated Activities no longer count as work years.
  • Also checked: the longest period of stay for your status, understanding of Japan’s rules (ISA’s Guidebook on Living and Working, 生活・就労ガイドブック), and that your school-age children attend school.
  • Spouses: 5 years of married life and 3 years in Japan; children 3 years. The income requirement still does not apply to them, but relying on public assistance — now or realistically in future — counts against them.

What stays after you get it

The status has no end date, but you remain a foreign national: the residence card, travel rules and notifications still apply.

Residence card every 7 years

The status has no end date, but the card does: adults renew it every 7 years, children under 16 by their 16th birthday. You can apply 2 months before it expires. When you move, register the new address at the city office within 14 days.

Travel abroad

With a valid passport and residence card you can leave for up to 1 year without a permit (special re-entry, みなし再入国). For longer trips, get a re-entry permit (再入国許可) in advance — up to 5 years; it can be extended at a Japanese embassy (by up to 1 year, within 6 years in total). The 1-year special re-entry cannot be extended: if you do not return in time, permanent residence is lost.

Spouse and children

Your spouse gets Spouse or Child of Permanent Resident — no limits on work; children born in Japan get the same status. A child born in Japan can also get permanent residence directly: apply within 30 days of the birth, no fee.

Student years count

The usual 10 years include all continuous residence in Japan, study included. But 5 of them must be on a work status — so after school or university, move to a work visa in time and do not break your residence.

The usual route is 10 years of continuous residence, including at least 5 years on a work or residence-type status (not as a student). For applications filed until 31 March 2027: spouses of Japanese nationals and permanent residents need 3 years of marriage and 1 year in Japan, their children 1 year, HSP holders 1 or 3 years depending on points. For applications from 1 April 2027 (revised ISA guideline of 1 October 2026), spouses need 5 years of marriage and 3 years in Japan and children 3 years; Intra-company Transferee, Employment for Skill Development and some Designated Activities also stop counting as work years (Technical Intern Training and Specified Skilled Worker (i) already do not count).
The revised ISA guideline (1 October 2026) asks for household income above the Japanese average for a household of the same size — for applications from 1 April 2027, and already for applications filed from 1 April 2026 that were still pending on 1 October 2026. ISA has not said how applications filed between 2 October 2026 and 31 March 2027 are treated — ask the immigration bureau. Before the revision the law set no amount; in our experience about ¥3 million a year for a single applicant was a common benchmark. Spouses and children of Japanese nationals and permanent residents remain exempt from the income requirement.
Yes. After the 2024 reform, from 1 April 2027 permanent residence can be revoked for deliberate non-payment of taxes and social insurance contributions or for serious violations; ISA has published a revocation guideline for this. The status is also lost if you stay abroad beyond the 1-year special re-entry or beyond your re-entry permit (a re-entry permit can be extended at a Japanese embassy).
No. With permanent residence you keep your nationality and passport — you remain a foreign national with a residence card. Only naturalization (帰化) gives a Japanese passport and the right to vote, and it requires giving up your previous nationality.
No test is required. For applications from 1 April 2027 the revised ISA guideline takes Japanese at about CEFR B1 into account — including for spouses of Japanese nationals. It is a factor in the decision, not a strict requirement, and it does not apply to HSP holders and their families or to people with 6 or more years of Japanese elementary or secondary schooling. Japanese also helps indirectly — it brings HSP points.
If the application was received by 30 September 2026 — ¥10,000; if filed from 1 October 2026 — ¥200,000. The fee is paid only if permanent residence is granted, in revenue stamps (収入印紙). The filing date decides: an application received by 30 September pays the old rate even if the answer comes later.
Apply for an extension of your current status before it ends. A permanent residence application does not extend your status, and the standard processing period is 4–6 months.
Usually a Japanese national, permanent resident or special permanent resident (特別永住者) living in Japan. For spouses of Japanese nationals and permanent residents, the guarantor is usually the spouse.
No. If you have had 80 points or more on the HSP table continuously for at least 1 year (or 70 or more for at least 3 years), you can apply on a work status, for example the Engineer/Specialist visa. You prove the points as of the application day and as of the day 1 year (3 years) before.
Within 30 days of the birth you can apply for permanent resident status (永住者) for the child (acquisition of status). There is no fee for this.
