Specified Skilled Worker (SSW) visa for Japan

A work visa for fields that lack workers — care, construction, manufacturing, agriculture, hotels and more. No degree is needed: you pass a skills test and a Japanese test, often in your own country. The two levels (i) and (ii), the fields that accept workers now, the tests, the official forms and your rights.

SSW (i) is the entry level. SSW (ii) is for experienced workers: no time limit, family, and a road to permanent residence.

The fields of Specified Skilled Worker

A cabinet decision of 23 January 2026 set 19 fields for SSW (i). 17 accept workers now; SSW (ii) covers 11 of them — every original field except care.

Food service (外食業) is closed to new workers. The cap of 50,000 has been reached: CoE applications received from 13 April 2026 are not granted, and changes to SSW (i) from other statuses received from that date are, in principle, not granted either. Still processed: extensions, job changes within the field, SSW (ii), and changes from Technical Intern Training (給食製造) or from the preparatory Designated Activities status (ISA’s update of 10 September 2026 lists these two as processed for applications received by 31 August 2026). CoEs for applications received before 13 April 2026 are issued in order of receipt (on 10 September 2026 ISA had reached those received by 31 January 2026). The food-service test is suspended.

Skills

SSW (ii) and Japanese. Today only food service and fishery require JLPT N3 for SSW (ii). The government plans to require Japanese at about B1 in every field from 1 April 2027 (ordinance in preparation).

Applying from abroad

From Vietnam, Indonesia, the Philippines, Nepal, India and other countries

There is no nationality limit: any nationality can get the status after passing both tests and finding an employer in Japan. Japan has signed cooperation agreements (MOC) with 17 countries, and some of them add their own steps.

  • Philippines: an Overseas Employment Certificate (OEC) from the Department of Migrant Workers
  • Vietnam: a recommendation list approved by the Vietnamese authorities; the Japanese employer also signs a labor supply contract (労働者提供契約) with a licensed Vietnamese sending agency
  • Indonesia: registration and an ID number in SISKOP2MI
  • Nepal: an overseas labor permit before departure
  • Cambodia: a registration certificate; Myanmar: an overseas worker ID card
  • Thailand: for former technical interns, an employment contract certified by the Thai embassy’s labor office

Finding an employer

Already in Japan as a student? Language-school students can take both tests in Japan and apply for a change of status. Study makes the Japanese test much easier.

Official forms and the documents you need

One application form for every field; ISA lists the documents in three tables: about you, about the employer and about the field. Most of the documents are prepared by the employer.

Two ways to the status. From abroad, your employer applies for a Certificate of Eligibility (CoE) and you get the visa at a Japanese embassy or consulate. Already in Japan — for example as a language-school student or a technical intern — you apply for a change of status. Choose the procedure and the level below. Find the table for your field (第3表) on the ISA page: each field has its own.

Level:

SSW (i) · 特定技能1号: The first level: a skills test in your field and Japanese at JLPT N4 or JFT-Basic A2 (bus and taxi drivers and railway station and train crew (運輸係員): N3; care: also the care Japanese test). Up to 5 years in total; as a rule no family.

SSW (ii) · 特定技能2号: The advanced level: the (ii) skills test and the work experience your field requires (food service and fishery also JLPT N3). Renewable without a limit; family can join you.

Certificate of Eligibility (CoE) — you are abroad, the employer is in Japan

Your employer in Japan files it — a staff member or, on its behalf, an administrative scrivener (行政書士). With the CoE you apply for the visa at a Japanese embassy or consulate and enter Japan. Some countries add their own exit procedures — see “Applying from abroad” on this page.

Change of status — you are already in Japan: study, technical intern training or another employer

You file it yourself before your current status expires — or an approved staff member of the employer, or an administrative scrivener (行政書士), files for you. Moving to another SSW employer is also a change of status: you may start the new job only after approval.

Extension of SSW status with the same employer

You file it yourself from 3 months before your period of stay ends. SSW (i) is granted for up to 3 years at a time and 5 years in total.

Your rights

Working conditions on Specified Skilled Worker

  • Pay at least equal to a Japanese employee in the same job; the same working hours as the employer’s full-time staff
  • For SSW (i), the employer or a registered support organization (登録支援機関) must help you: pick-up at the airport, housing, a bank account, registration at the city office, regular consultations
  • You do not pay for this support — the employer does
  • You can change employers within your field through a change of status
  • Taxes, health insurance and pension as for every employee; when you leave Japan you can claim part of the pension contributions back (脱退一時金)
  • Minimum age 18

Specified Skilled Worker questions

SSW (i) has 19 fields, and 17 of them accept workers: care, building cleaning, linen supply, industrial manufacturing, construction, shipbuilding, automobile repair, aviation, accommodation, automobile transport, railway, agriculture, fishery, food and beverage manufacturing, food service, forestry and wood industry. Logistics warehousing and resource recycling start once the rules are ready. SSW (ii) has 11 fields.
SSW (i) is limited to 5 years in total, usually without family, and its years do not count toward the work years needed for permanent residence. SSW (ii) has no total limit: you can keep extending it, bring your family, and apply for permanent residence on the usual 10-year rule.
For SSW (i): JLPT N4 or JFT-Basic at A2 (200 points or more), plus the skills test of your field. Care also needs the care Japanese test. Bus and taxi drivers and railway station and train crew (運輸係員) need N3 (B1); other railway jobs N4.

Japan has signed cooperation agreements (MOC) on Specified Skilled Workers with 17 countries, among them Vietnam, Indonesia, the Philippines, Nepal, India, Myanmar, Cambodia, Thailand, Sri Lanka, Bangladesh and Mongolia. Some of them add their own steps: for example the Philippines (an Overseas Employment Certificate from the Department of Migrant Workers), Vietnam (an approved recommendation list, and a labor supply contract between the Japanese employer and a licensed Vietnamese sending agency), Indonesia (registration in SISKOP2MI) and Nepal (a labor permit). Check ISA’s MOC page and your own government’s rules before you sign anything.

On SSW (i), as a rule no: your spouse and children do not get the Dependent visa (家族滞在). ISA makes humanitarian exceptions (for example a child born in Japan to two SSW (i) workers) with a Designated Activities status. On SSW (ii), yes: a spouse and children you support get the Dependent visa.
The Certificate of Eligibility is free. A change of status or an extension filed by 30 September 2026 cost ¥6,000 (online ¥5,500); from 1 October 2026 the fee depends on the period granted, from ¥10,000 to ¥75,000. Online is cheaper except for periods up to 3 months (¥10,000 either way); online applications from that date are paid at a convenience store or by bank payment (Pay-easy at an ATM or internet banking), plus a payment fee of ¥330 (¥550 for a period of 3 years or more). You pay after approval. The fee is higher if a specified residence card (特定在留カード) is issued with the permission. The support organization’s services are free for you — the employer pays.
