Long-Term Resident status in Japan (定住者)

A status with no limits on work that ISA grants on special grounds: to people of Japanese descent (Nikkei) and their spouses, to children of a spouse of a Japanese national or of a permanent resident, and sometimes after a divorce. Who gets it and which documents you need.

ISA has a list of cases (定住者告示) where the status is granted under known rules. Other cases are decided person by person.

ISA list · Children in a mixed family

A biological child — a minor, unmarried and supported — of the spouse of a Japanese national, the spouse of a permanent resident, a permanent resident, a special permanent resident (特別永住者) or a Long-Term Resident whose period of stay is 1 year or more. For example, your child from an earlier marriage after you marry a Japanese national. The child must enter Japan with this status before turning 18. Adopted children under 6 also qualify, and so does a child born before the parent became a Japanese national.

Grandchildren of Japanese nationals (third-generation Nikkei), and spouses of second- and third-generation Nikkei. This is the main route for families of Japanese descent from Brazil, Peru, the Philippines and elsewhere. More below.

Case by case · After a divorce or death of the spouse

The spouse of a Japanese national or permanent resident can sometimes change to Long-Term Resident after a divorce or the spouse’s death. There is no guarantee — ISA weighs the marriage, the years in Japan and income. More below.

Case by case · Children after a Japanese high school

A child who came before 18 and lived on the Dependent visa (or another status while eligible for it, for example Student) the whole time, finished compulsory education (義務教育) and high school in Japan and has a job can change to Long-Term Resident and work without the 28-hour limit. The application can be filed before graduation.

Rarer cases — resettled refugees (第三国定住難民) and Japanese left behind in China after the war and their families (中国残留邦人等) — follow separate programs and are not covered here. A biological child of a Japanese national needs another status: Spouse or Child of Japanese National.

How to get the Long-Term Resident status: forms and documents

Each case has its own ISA page and checklist. Documents from Japan must be issued within the last 3 months; foreign documents need a Japanese translation.

How it works

  • Child abroad: a parent in Japan applies for a Certificate of Eligibility (CoE); the child then gets the visa at a Japanese embassy or consulate
  • Child already in Japan on another status: change of status to Long-Term Resident
  • Child born in Japan: application for acquisition of status within 30 days, free
  • The key documents: the family relationship, household income and a letter explaining why the child needs the parent’s support (理由書)
Your case:

child of a Japanese national’s spouse: Your parent is the spouse of a Japanese national (Spouse or Child of Japanese National, 日本人の配偶者等), and you are their biological child from an earlier relationship: a minor, unmarried and supported by them.

child of a permanent resident or Long-Term Resident: An unmarried minor biological child supported by a parent who is a permanent resident, special permanent resident (特別永住者) or Long-Term Resident (定住者, with a period of stay of 1 year or more). This also covers a child of a permanent resident born abroad.

child of a permanent resident’s spouse: Your parent is the spouse of a permanent resident (Spouse or Child of Permanent Resident, 永住者の配偶者等), and you are their biological child: a minor, unmarried and supported by them.

adopted child of a Japanese national: An adopted child under 6 supported by a Japanese national. After special adoption (特別養子), a child of a Japanese national gets Spouse or Child of Japanese National (日本人の配偶者等) instead.

adopted child of a permanent resident or Long-Term Resident: An adopted child under 6 supported by a permanent resident, special permanent resident or Long-Term Resident.

Certificate of Eligibility (CoE) — the child is abroad, the family is in Japan

A parent or other family member living in Japan applies as the child’s representative — in person or online. Once the CoE is issued, the child gets the visa at a Japanese embassy and enters Japan — a biological child must enter before turning 18.

Extension of period of stay — Long-Term Resident

Apply no earlier than 3 months before the period of stay ends and no later than its last day. The basis — family link and support — must still exist.

Acquisition of status — a child born in Japan

Apply for the child within 30 days of the birth. If the child leaves Japan within the first 60 days, no application is needed.

After a divorce or death of the spouse

When you may stay — and when not

A change from Spouse or Child of Japanese National or of Permanent Resident to Long-Term Resident is at immigration’s discretion. ISA has published real examples.

First, notify immigration of the divorce or death within 14 days (配偶者に関する届出). Apply for the change of status before your current status ends. If spouses do not live together for more than 6 months without a good reason, the spouse status can be cancelled, but ISA first gives you the chance to apply for a change of status.

Nikkei and their spouses

People of Japanese descent (日系人, Nikkei) have their own routes, depending on the generation.

Second generation (2世)

A child of a Japanese national. If the parent was Japanese at the birth, they qualify for Spouse or Child of Japanese National; if born before the parent became Japanese — for Long-Term Resident. Their foreign spouse can get Long-Term Resident, with a separate ISA document list.

Third generation (3世)

A grandchild of a Japanese national. You prove the line with the grandparents’ family register (戸籍謄本 or 除籍謄本), the marriage and birth records of grandparents and parents, plus a police certificate from your country, income documents and a letter of guarantee — usually from a Japanese national or permanent resident living in Japan. Spouses of third-generation Nikkei have their own list too.

Japanese for a 5-year period

An adult third-generation Nikkei who wants a 5-year period of stay proves one of: at least 6 months at a Japanese-language institution on the Ministry of Justice list; JLPT N2, or N3 with a total score of 104 or more; BJT Business Japanese Proficiency Test 400 or more; or at least 1 year at a school under the School Education Act (学校教育法第1条, kindergarten excluded). Minors are exempt.

Fourth generation (4世)

Great-grandchildren of Japanese nationals do not get Long-Term Resident. Japan has a separate programme for them on the Designated Activities (特定活動) status.

Any job, your own business or study — no separate permission needed.

Extensions

The period is 5 years, 3 years, 1 year, 6 months or another period of up to 5 years set by the minister. It is extended while the basis remains: a supported child, stable income. You can apply from 3 months before it ends.

Travel abroad

With a valid passport and residence card you can leave for up to 1 year without a permit (special re-entry, みなし再入国) — tick the box on the embarkation card. If your status ends sooner, return before it ends. Longer trips need a re-entry permit.

Permanent residence after 5 years

Under the ISA guideline you can apply for permanent residence after 5 years of continuous residence as a Long-Term Resident, instead of the usual 10. The fee for applications filed from 1 October 2026 is ¥200,000.

Applications from 1 April 2027 (guideline revised on 1 October 2026): the 5-year rule stays, but Japanese at about CEFR B1 is taken into account (a factor, not a strict requirement), household income must be above the Japanese average for a household of the same size, and your expected pension is checked. The income and public-burden sections also apply to applications filed from 1 April 2026 that were still pending on 1 October 2026.

Long-Term Resident questions

A status for people whom the Minister of Justice allows to live in Japan for special reasons, with a period of stay set for each person. ISA gives examples: resettled refugees (第三国定住難民), third-generation Nikkei (people of Japanese descent), Japanese left behind in China (中国残留邦人) and others. In practice it is also common for children of a spouse of a Japanese national or of a permanent resident, and for people after a divorce from a Japanese national.
Yes, with no limits: any job, any position, your own business — no separate permission needed.
Yes, if the child is a minor, unmarried and supported by you. The child gets Long-Term Resident (定住者): from abroad through a Certificate of Eligibility, from inside Japan through a change of status. With a CoE the child must enter before turning 18. You need documents on the family, income and a letter explaining why the child needs your support.
Long-Term Resident (定住者). Spouse or Child of Permanent Resident (永住者の配偶者等) is only for children born in Japan. An unmarried minor child supported by a parent with permanent residence gets Long-Term Resident.
Sometimes — through a change of status to Long-Term Resident (定住者). Immigration decides case by case. ISA publishes examples: permission was given after several years of marriage and life in Japan, with your own income, when raising a child who is a Japanese national, or when the marriage ended because of domestic violence; refusals followed a short marriage, a long stay outside Japan or a criminal conviction.

The Certificate of Eligibility and acquisition of status after birth are free. A change of status or an extension filed from 1 October 2026 costs from ¥10,000 to ¥75,000 depending on the period granted, a little less online (filed by 30 September 2026: ¥6,000, online ¥5,500). The fee is paid after approval and can be higher if a specified residence card (特定在留カード) is issued with the permission.
Yes, if the child came to Japan before 18, lived here the whole time on the Dependent visa (or on another status, such as Student, while eligible for Dependent), finished compulsory education (義務教育, elementary and junior high school) and high school in Japan, and has a job: then they can change to Long-Term Resident (定住者) and work without the 28-hour limit. The application can be filed before graduation.
