Immigration fees in Japan from 1 October 2026

From 1 October 2026 a change of status or a visa extension costs ¥10,000 to ¥75,000, depending on the period you are granted, and permanent residence costs ¥200,000. The table, which rate applies to you, how to pay and what to budget.

The fee for an extension of period of stay (在留期間更新) and a change of status of residence (在留資格変更) depends on the period you are granted, not on the period you asked for.

  • A 1-year status now costs ¥33,000 instead of ¥6,000 (online ¥27,000 instead of ¥5,500).
  • A status of exactly 3 years falls in the “3 years, less than 5 years” row: ¥64,000, not ¥48,000.
  • Online, including the payment fee, is ¥2,670–9,450 cheaper; for up to 3 months it is more expensive — ¥10,330 against ¥10,000.
  • At the counter an extension costs 1.7 to 12.5 times more than before; permanent residence 20 times more.

How the reform happened

  • April 2025 — change of status and extension went up from ¥4,000 to ¥6,000, permanent residence from ¥8,000 to ¥10,000.
  • 5 June 2026 — amendments to the Immigration Control Act were promulgated (令和8年法律第32号): a ceiling of ¥100,000 for a change of status or an extension and ¥300,000 for permanent residence.
  • 28 August 2026 — the cabinet order with the exact amounts was promulgated.
  • 1 October 2026 — the new amounts apply to applications received from this date.

When and how to pay the fee

You pay when permission is granted (article 67 of the Immigration Control Act). Nothing is charged when you apply or if you are refused.

Watch out for fake e-mails: ISA’s payment e-mails come only from @service-dgft.com (the payment link) and @veritrans.jp (payment choice and completion). ISA warns that requests from any other address are fraud.

ISA notes that the fee can be higher when a specified residence card (特定在留カード, residence card with the My Number function) is issued with the permission.

The visa fee at a Japanese embassy or consulate is a separate payment set by the Ministry of Foreign Affairs; it can differ by nationality, and some nationalities pay none. Ask the Japanese embassy in your country.

Fee for a change of status of residence (在留資格変更)

You pay it yourself, and only after approval. At the counter you pay with revenue stamps (収入印紙) on the ISA fee payment form. Online applications received from 1 October 2026 are paid at a convenience store or by Pay-easy (bank ATM or internet banking), following ISA’s e-mail — no form needed. The fee can be higher if a specified residence card (特定在留カード) is issued with the permission.

Fee for an extension of period of stay (在留期間更新)

The same table as for a change of status: the amount depends on the period you are granted. If your status was granted for 6 months or more, you can apply for an extension from about 3 months before it expires.

Fee for permanent residence (永住許可)

One amount for everyone; permanent residence cannot be applied for online. Everyone whose permanent residence is approved pays, with revenue stamps on the ISA form.

Fee for a re-entry permit (再入国許可)

You need this permit if you will be away for more than 1 year. For a trip of up to 1 year (and not beyond your period of stay) with a valid residence card, ticking the box when you leave is enough (special re-entry permit, みなし再入国) — no application and no fee.

Fee for a Certificate of Authorized Employment (就労資格証明書)

The certificate confirms that a new job fits your status of residence. It is optional — for example when you change employers.

Who can pay less

  • Who: only people who meet BOTH conditions: financial hardship close to the level of welfare recipients (生活保護), and one of the humanitarian grounds listed in the ISA guideline.
  • How much: a change of status or an extension can be reduced to ¥10,000. Permanent residence can be reduced to ¥20,000 only for spouses or children of Japanese nationals, permanent residents or special permanent residents, and for refugees. The reduction is at ISA’s discretion.
  • How: only at the counter — the online system does not handle reductions. Proof depends on the case, for example a certificate of receiving public assistance (生活保護受給証明書).
  • Exemption from the fee covers diplomatic and official statuses (外交, 公用) and a few special Designated Activities cases.
  • There are no discounts by nationality, for students or for children.

Questions about fees

From 1 October 2026. What counts is the date the application was received: if it was received by 30 September 2026, you pay the old fee — ¥6,000 for a change of status or an extension (online ¥5,500) and ¥10,000 for permanent residence — even if the decision comes later.
No, the immigration fees are the same for all foreign nationals. The fee for an entry visa at a Japanese embassy or consulate is a different payment and can differ by nationality.
