Notifications to immigration in Japan: the 14-day rule

A residence card gives you the right to live in Japan, and it comes with duties. You moved, changed jobs or schools, got divorced or lost your card — each case has a deadline, usually 14 days. Where and how to file, what you can do online and what happens if you are late.

Who must notify

Everyone with a residence card files notifications

The law calls them mid- to long-term residents (中長期在留者): everyone who has been issued a residence card (在留カード).

  • Must notify: students, workers, business owners, spouses and children on the Dependent visa, permanent residents (永住者) — everyone with a period of stay over 3 months or with no time limit.
  • Do not need to: visitors on a short-term stay (短期滞在), people granted 3 months or less, diplomats (外交, 公用). They get no residence card.
  • You file yourself. Your school or employer may also report to immigration about you, but by law the notification is your duty.
  • Children under 16 are registered by a relative who lives with them.

Why it matters. At extension and change of status immigration checks whether you met your notification duties — it is a separate item of its guidelines. A missed notification can lead to a fine and, for the address, to the revocation of your status.

Forms and documents

Which notification to file and which forms you need

The address goes to the city office, everything else to immigration. Notifications are free.

Address — at the city office, within 14 days of moving in

Your first address after entry, every move, and your address after you receive a status in Japan are registered at the city, ward, town or village office (市区町村役場) for the new address — within 14 days. The city office passes the address on to immigration. ISA states it clearly: if you bring your residence card and file the ordinary moving-in or change-of-address registration (転入届 or 転居届), the notification counts as made and the ISA form (住居地届出書, Notification of the Address) is not needed.

Files open from the website of the Immigration Services Agency of Japan (ISA). Forms are in Japanese and English; links checked 6 Oct 2026.

Documents

If any of these details on your card changes, file a Notification of a Change of an Item on the Residence Card at the regional immigration services bureau for your address within 14 days — you get a new card, usually the same day. Your address is not part of this: it is changed at the city office. Renew your passport first: without the new passport the card may not be issued the same day.

Residence card lost or stolen — a new card within 14 days

If your card is lost or stolen, first report it to the police (交番 or 警察署) and get the report number. Then, within 14 days of finding out, file an Application for Re-issuance of a Residence Card at the regional immigration services bureau for your address. If the card was lost abroad, the 14 days count from the day after you return to Japan. The new card is usually issued the same day. Permanent residents (永住者) and Highly Skilled Professional (ii) holders must also renew the card itself, from 3 months before it expires.

Online

Electronic notification system (電子届出システム)

  • Register first: your e-mail address → a user ID (利用者ID) → a request for access to notifications about school, work and spouse (利用申出).
  • According to ISA’s manual, you do not need a My Number card for notifications — only if you also use the same account for extension or change of status applications.
  • No attachments and no form. The system shows your notification history and status.
  • Address, card details and a new card cannot be done online.

By post

Form and card copy — to Tokyo

  • Fill in the ISA form for your case (buttons in the tabs above) and attach a copy of your residence card.

  • In person: at the nearest regional immigration services bureau, with the form and your residence card.

FAQ

Notification questions

No. If you went to the city office with your residence card and filed the moving-in or change-of-address registration (転入届 or 転居届), by law that is the notification to immigration — the city office passes on the data and writes the new address on the back of your card. The deadline is 14 days after moving in.
Not filing the address notification can be fined up to ¥200,000. Not registering an address within 90 days of entry (or of moving out of your previous address) is grounds to revoke your status unless you have a good reason. A false address is grounds too.
Within 14 days notify immigration that the contract ended — online is easiest. Your status does not end at once, but 3 months or more without working under your status, without a good reason, is grounds to revoke it. When you find a new job, file a second notification — about the new contract.
If the new job fits your current status, no — the notifications about leaving and the new contract within 14 days are enough. If you file both at once, they can be combined into one notification. If the new job does not fit your status, you need a change of status before you start.
File the Notification of Relationship with Spouse within 14 days. Your status is not revoked automatically, but the grounds differ. Spouse of a Japanese national or of a permanent resident (日本人の配偶者等, 永住者の配偶者等): 6 months or more without living as a spouse, without a good reason, is grounds to revoke the status. Dependent visa (家族滞在): the ground is 3 months or more without the activity the status was granted for — living as your spouse’s dependent. If you want to stay in Japan, think about a change of status early.
Yes, as soon as possible. The law allows a fine of up to ¥200,000, and at extension or change of status immigration checks whether you met your notification duties. For a change of card details or a replacement card after 14 days, add an explanation of the reason.
Hand it in at the airport when you leave — if you leave without a re-entry permit, the card becomes invalid and is returned at once. If you left with a re-entry permit and did not come back in time, return the card within 14 days — by post is possible, to the Odaiba branch of the Tokyo Regional Immigration Services Bureau.
Yes. Finishing school counts as leaving the institution: file a notification within 14 days, online is easiest. If you go on to a college or university, file a notification about the new school after enrollment — or one combined notification if you file both at once.

Where this information comes from

Facts and document lists were checked against the website of the Immigration Services Agency of Japan (ISA) on 28 September 2026. Form links come from a register of ISA files that our server refreshes every week: when ISA publishes a new version of a form, the button opens the new file.
